Becca Matlock, senior speechwriter for governor of New York, gets phone calls "Stop sleeping with the governor or I'll kill him." But she is not sleeping with him. After governor is shot in the neck, Becca flees to Riptide in coastal Maine. FBI agents Savich and Sherlock come to help an old friend of Savich's father, whose relationship to Becca is a surprise.
